Overwrite vs. name change

When a sheet is uploaded to SynBioHub, overwrite might not work correctly if the part names change. Check if this is the case, and if so, figure out how to resolve it.

Need to make sure that the names are stable, such that an upload without name change is idempotent (i.e., makes not modification).

This is really more of a plugin issue, likely having to do with uploading with the right flags set and making sure that no orphans are left.
