I downloaded this file, but in the middle of it it said a breakpoint was reached and tried to restart my PC. I was able to cancel the restart, and it finished fine, but I was wondering if this was a bug or something else on my PC causing that. Do I need to restart for the installation to be fully completed, even if BizHawk was able to run a game fine after without a restart? I also scanned with Windows and it says there's no viruses on my PC.

You should restart after running the prereq installer, even if EmuHawk seems to be working. I can't speak for the "breakpoint reached" message though.

edit: I originally thought this was on the main repo, oops

Alright, thanks. I restarted and nothing weird seems to be going on with my PC, so I'm going to say it was just some weird glitch or conflict.

Yeah take this as a note for the newer versions of windows:
Anytime a .NET runtime is modified (updated, installed, removed), the pc needs to be restarted. This is due to Microsoft forcing .NET on us by including it as a base part of Windows. That was allegedly done so it was easier to make sure you had all the runtimes you need for that version of Windows (as opposed to having to manually go to Microsoft's site and download them), because its now included in the Windows Updater. In practice, it makes it more frustrating when you need to update the .NET runtimes for almost any version.
