includeObsoletes returns all terms instead of only obsoletes on ols4 #107

Describe the bug
in ols3 the call for getting obsolete terms for ontology only returns obsoletes:
https://service.tib.eu/ts4tib/api/ontologies/vibso/terms/roots?includeObsoletes=true&size=1000

but in ols4 it returns all the terms in the onto:
https://api.terminology.tib.eu/api/ontologies/vibso/terms/roots?includeObsoletes=true&size=1000

This creates an issue for tree logic and class list on the front end.

Expected behavior
It should behave like ols3 and return only the obsolete terms.
