This commit would add a top-level `LICENSE` file. I'm not the original
author, but I'm suggesting the change via PR. The content is based on
combining the following:
1. The `composer.json` file lists the `license` as `MIT`.
2. The Github account and the commit list indicate TOGoS (Dan Stevens) as the author.
3. All the commits are from April 2019.
4. The template at https://opensource.org/licenses/MIT or https://github.com/totten/license-data/blob/master/licenses/MIT.txt is typical of MIT licensing.

Lack of license effectively makes this project non-free (i.e. proprietary) because of the "All rights Reserved" defaults of the copyright law.
Please consider adding grant of license and copyright statement.
