Gray out on SSMS v18

I want to use it in SSMS, but it is grayed out.
Install is no problem.
Can you identify what's wrong with this?

My environment is below.
Windows10 home

That worked for me too. I tried installing the VS 2015 shell and it didn't work. This really simple fix was all I needed.
