How to use the narrator?

Issue Description:

Can not use the narrator. How to use it?

What happens:

Tried to use the narrator but can not hear anything from HWYLA.

What you expected to happen:

HWYLAreading out the block name or something.

Steps to reproduce:

1. Start a fresh game.
2. Options - Accessibility Settings... - Narrator: Narrates All
3. Make sure menus and chats are narrated.
4. Open Waila Configuration - Waila Settings - General - Enable TTS, click the button and it's Yes now.
5. Point cursor towards a block. (Grass Block for example)

Affected Versions (Do not use "latest"):

• Hwyla: Hwyla-forge-1.10.11-B78_1.16.2.jar
• Minecraft: 1.16.2
• Forge: 33.0.61

Possible Conflicting Mods (Provide their version, as well)

No other mod installed.
