背景

需要同时支持传统业务和容器的项目

方式

新增spaces
/api/v1/auth/spaces(空间，可灵活对应业务和BCS的项目等)
不具体存储，在app绑定时，关联project_code 或者 biz_id

规范接口

鉴权需要，需要把biz_id 去掉，同时规范下URL

auth 模块，如

/api/v1/auth/user

config 模块，如

/api/v1/config/app
/api/v1/config/app/{app_id}/item
/api/v1/config/app/{app_id}/content
/api/v1/config/app/{app_id}/commit
/api/v1/config/app/{app_id}/instance
/api/v1/config/app/{app_id}/strategy
/api/v1/config/app/{app_id}/strategyset
