问题描述
权限中心跳转404

重现方法
用户可能通过某种场景下更改了 LocalStorage __bk-biz-id__
前端未能识别改变更拉取 permission/fetch/ 权限，从而导致资源请求 url 使用了默认值而 404

预期现象
正常跳转
