插件订阅版本指定 latest 时应取目标机器对应的插件版本

为什么需要

日志、监控订阅仅做子配置下发
目前 lattest 取平台最新插件版本，如果最新版本和目标机器上的版本不兼容，会导致插件行为不符合预期
上述的解决方案是更新最新版插件
