consultants/therapists should be covered in tretspef instead

I think a useful test of this would be to produce a table showing

main specialty treatment specialty count
950 (Nursing) ... ...
960 (AHP) ... ...
560 (Midwifery) ... ...

I think that 950 could be paired with any of the consultant specialty codes. 960 should be paired with 650+, and 560 should be paired with 560.

Would be interesting to know if this is true or not (ignoring any counts that look like low count DQ issues)
