i am getting this issue
Warning: mysqli::__construct(): (HY000/1203): User yateshme_localbody2 already has more than 'max_user_connections' active connections in /home/MysqliDb.php on line 323

is it code issue or server issue.. ?

it seems like a server issue, due to active connections exceeding the maximum number configured in your mysql server.
