Metric description

Described in section 2.4.2 of paper. Defines the latitude of the jet-stream as where the maximum zonal winds occur for each longitude for each time unit (i.e. day) before smoothing with a rectangular pulse (of width 10 degrees) to get a moving average.

To do

Need to check rectangular phase convolution is correct to smooth data and whether this should loop around.
Then need to check what values I should extract (i.e. currently have all lons)
