is Trackable Entities extension available in visual studio 2019 (can't find it) ?

There is no TE extension for VS 2019 (or even 2017 for that matter). It's really time consuming to build the VS extensions, and you can do most everything with the NuGet packages.

I would point you to TrackableEntities.Core, if you are able to use EF Core.
