Charger bar won't charge after an instant kill

Description

After charger instant kill a survivor (and survive) his charge bar will be stuck at 0 until it dies.

Reproduction steps

This can be easily be reproduced by playing versus survival in c11m2_offices

To reproduce:
1 - Pick up a charger
2 - Instant kill a survivor by charging him off the roof
3 - Charge bar will now be stuck at 0
