Ghost of Christmas Present cannot be given out once it is obtained

Description

The Ghost of Christmas Present is an achievement unlocked by completing the following:

"Spread cheer by helping a free holiday player survive a campaign"

A "free holiday player" refers to players who received the game for free during the 2013 Christmas promotion, and have the Christmas 2013 DLC.

What should happen:
When other players complete a full campaign with a free 2013 holiday player, they obtain the Ghost of Christmas Present achievement.

ISSUE
Free holiday players cannot give this achievement once they have unlocked it for themselves by disabling the Christmas 2013 DLC. Meaning: If a free holiday player obtains the Ghost of Christmas Present achievement, other players will not be able to obtain the achievement when playing with them.
Even if the free holiday player enables the DLC again, they still cannot give the achievement.

Personal note:
I don't know if this is intentional or not, but I am hoping it isn't. I have contacted Steam support about this issue 3 times over the past few years and they haven't been able to assist me.
This issue has bugged me for quite a while, so I am hoping this brings some attention to the issue as I'd like to be able to give people the achievement once again.

Reproduction steps

Using an account that obtained the game during the free 2013 holiday, disable the DLC via going into the game's properties and unchecking the box underneath the "Install" category.

Once the DLC is disabled, play a full campaign with another account that obtained the game during the free 2013 holiday to obtain the achievement.

After the achievement is obtained, other players who play a full campaign with the first account will not receive the achievement if they play a full campaign with the holiday player, even if that player re-enables the DLC via the properties menu.
