这个异常尝试多次，一直得不到解决。

没遇到这种情况，帮你顶一下，看看后面有没有遇到过一样的问题，
tomcat版本，jdk版本，等等经常是导致出现这种原因，可以确认下版本，最好自己编译

也碰到过这个问题，jdk1.8.0_181和jdk11.0.10+8-LTS-162都存在

找到问题了，是因为pom中的tomcat依赖的scope 为provided,删掉scope可以解决
