Cannot install the SynEdit through Getit because of compile error caused by ANSI encoded source files #245

Actually, this problem is very old issue, from over 10 years ago. I sense that many source codes were converted to UTF8 now, but there are two more files left, SynHighlighterPerl.pas and SynHighlighterPHP.pas.
because of the character '§', it cause compile error when they are compiled on a PC which is not set to use Europian character set.
I hope all souce codes to be coverted to UTF8-BOM type, for safety.
