Block Enforcement - Applying to all grids connected by connectors as if it were one grid

Block Enforcement is applying to all grids connected by connectors as if it were one grid.

For Example: Block Limit of 10 Assemblers, 10 Refineries,

If I have a Station with 8 assemblers, 8 refineries
and I dock a ship with connectors that has 3 assemblers, 3 refineries,
than 1 assembler and 1 refinery get removed from the ship when it docks.
