There is frequent commonality in new services, such as apps/common/*, including translations and views.
On top of this there are assets/*, that we copy and paste into each new service.

What do people think about publishing the common assets and the common stuff?

@JoeChapman UKHomeOfficeForms/hof-template-partials#1 - this replaces the common translations and views we copy and paste around. An application can still have common translations and views, which will be preferred over the modularised ones
