Unselect countries

To revise, should unselect all keep the full selection of countries?

Good question I was not sure either so if unselect, I keep all as the user may just be unselecting all so they can make a new selection. If we do not show any countries all the graphs and the map will be blank which is not a good user experience may be, especially as they will then select the countries they want directly after.

This is good point as we have discussed @jamescw ! We must bring this issue next week in the interactive session with the evaluation and monitoring team

What I also noted @jamescw, is that once you have selected an indicator, eg: primary enrolments in EDU-Participation

And then you change country selection, eg: marking UNICEF country programmes, the indicators will be refreshed to default:

Is the workflow devised to work like that? Thinking from user perspective that won't like to change an indicator already selected ...
