Added python type stubs (a *.pyi) file so we can have type annotations for how to use pybmds. This is really helpful in developer environments because it can help to autocomplete method calls or attributes on classes.
As part of this PR, we also updated the linting/formatting toolchain, removing black, and adding ruff formatting. The makefile commands were also updated to format and lint hte generated type stub completions.
