Updating of podaac entries

Due to changes in podaac short identifiers (e.g. removal of spaces), we'll need to update the script at:
https://github.com/USGCRP/gcis-sync/blob/master/lib/Gcis/syncer/podaac.pm

See lines 79-80, and 99-100.

A little clarification: The scripts do not currently remove "old" entries
when they are removed from the archive, or when the archive identifier
changes. First, a semi-automated workflow is needed (script to
automatically identify the changes, with manual action to make the GCIS
change) and later an automated script needs to be developed to handle this.
