Toggle PoE in Portadmin

We have a "PoE off by default"-standard on our access switches. The AV-team has access to manage switches through NAV would like to turn PoE on/off without sending a ticket to the network-team.

A PoE toggle (Checkbox) as the "Enable" toggle in the "portadmin" in NAV GUI.

Describe alternatives you've considered

Not considered any thing else.

This is basically a duplicate of #1938 - so I suggest further comments go to that issue :-)
