Feature Request: Skip files under a certain age

I can't find a plugin with this feature yet. I am looking for a way that any file under X hours or days will not be touched. We have seen a few times when a file in the process of being moved (slowly over a network) into place, transcoding begins. The result is a partial or corrupt video.

Example Input

I would like to see something like either the following in a drop down or a field where seconds in age could be entered.

• 1 minute
• 5 minutes
• 30 minutes
• 1 hour
• 2 hours
• 1 day
• 1 week

If it fails the check it would skip the file to be retried on the next scan.
