flickering between layers in the client when moving my mouse

Please describe your issue in as much detail as possible:

When login in dota2 client, there will be flickering between different layer of the UI and the red dota logo.
After a while it stops in the main menu, but it will start again when you move your mouse.

This happen after the latest update for TI,after adding the twitch player at the main menu.
This also happened sometimes after an update earlier this year, but later update fixes it.

Steps for reproducing this issue:
