Australia/OCE MATCHMAKING are not working on NEW/ODD accounts!

Description

I am a long time Dota 2 Player (9k+ Hours, ALL IN OCE) And there is what I can only consider a bug with matchmaking within the OCE region. I have a friend who's account CANNOT find a Dota 2 Match in the OCE Region, no matter how long he queues for. I tested this myself and my account can't find a game either (Divine Bracket) but I can find a ranked game instantly. However, I have some friends who are all playing together and can find a game instantly, literally instantly. I believe there is some sort of flagging or bug issue going on with matchmaking.
It's not the time of day, it's not region specific, there is something going on, please investigate.
