Battery percentage settings toggle does not do anything #1714

SteamOS version: 3.6.20
Opted into Steam client beta?: Yes
Opted into SteamOS beta?: No
Have you checked for updates in Settings > System?: Yes

Please describe your issue in as much detail as possible:

When the show battery % toggle is active in the settings, it should show a % at the top of the screen next to the battery icon.

Steps for reproducing this issue:

In settings toggle show battery percentage on and off. See if it changes.

It has been like this for a long time.. certainly since 3.4, maybe earlier. It only shows the battery icon.
