Create guardban and wardenban commands, including XGUI page and other control options

The last working version of this addon included guardban and potentially also wardenban, to my knowledge, but I was planning with the failed v3 release to rework how they were handled internally to allow for things like an XGUI page similar to the regular server bans one. I plan to finally do this in this release, and will be looking into how regular bans and that XGUI page are handled for inspiration, or to potentially adapt existing code where it makes sense and where licences allow.
