We need to develop a principled way how to deal with exceptional input in the functions. For instance: if you register a social ID wrongly and then call a culturalCompetency function, the return value is 0 (in full usem user profile format). There is no indication that actually something went wrong and nothing could be retrieved. This is a general problem.
