[Feature request] Prevent players from accepting town ownership transfer

There should be permission, which would prevent players from accepting town ownership transfers.

On my server, we have ranks from Wood to Emerald (which is the highest).
Currently, only an Emerald rank player is able to create a town.
Players with Wood-Diamond rank are not able to create a town.

Players are starting to bypass that by transferring town ownership. Emerald player is creating a town, and it's transferring to players below.
