Consider moving the Header Requirements page of the Plugin Basics section

Issue Description

Currently, the Header Requirements page of the Plugin Basics section is the fourth page in that section. I suggest that we move it to the first page, as it's the first requirement to create a valid WordPress plugin

Why is this a problem?

When creating a new plugin, the header is the first thing one needs to have set up for the plugin to be valid.

Move Header Requirements to the first page
