[Theme Handbook Overhaul] Outline Chapter: WordPress.org Theme Directory

This discussion is an addition to #816

The goal is to add a specific chapter in the Theme Handbook related to submitting themes to the WordPress.org Theme Directory. We need to map an outline of what should be in it and add it to the overall outline.

What do you think should be covered in this chapter?
