Several months ago WordCamp.org moved to it's own repo: https://github.com/WordPress/wordcamp.org

In WordPress/wordpress.org@b79b59f I removed the wordcamp.org subdirectory from meta.svn/meta.git.

It may be possible to do this via cloning the repo, then replacing the Nginx/PHP FPM configs, there's a lot of hardcoded stuff going on that would need to be worked around, and the migration in that repo too WP Env could upend all that work
