feat: Ticket ordering and re-ordering

The order tickets are displayed in is fixed on the app, but being able to re-order them would allow grouping and flow to be managed by the owner of the room. The following areas should have re-orderable tickets:

• The list of tickets not yet voted on
• The list of completed tickets

Ideally, these should have nice, drag and drop methods (an anchor to click on especially) to intuitively support rearranging.
