Swagger/OpenAPI documentation for Core API

Need to document the API (the methods anyway) in OpenAPI format instead of on the wiki and ship that reference with the API itself.

From what I discovered, OpenAPI isn't actually that well suited to JSON-RPC and is meant for REST. So I'm not 100% sure if it's the best option still or what changes need to be made to use it.
