API method eth_feeHistory is not implemented yet

https://dev.zilliqa.com/zilliqa2/api/apis/ should mention eth_feeHistory among the list of entry points.

Probably worth checking if anything else from https://ethereum.github.io/execution-apis/api-documentation/ is missing.

@mtbc We don't implement the Ethereum specific engine API but eth_feeHistory and eth_maxPriorityFeePerGas will be added to the dev portal when the #2221 is merged
