Although xvfb and x11vnc each 'support' RANDR, it seems that the feature is only actually functional in xvfb/2:1.18.0 and above, but the latest version in Debian/ Ubuntu repos is 2:1.15.1 . I'll look into different solutions, but that is where I am at right now.
