Update styling for Individual getting started flow to match designs

Describe the bug

In #2142 a new getting started flow was implemented for Individual users. However, the styling doesn't fully match the designs. In particular the "Next steps" and "Completed steps" should have a different colour background to distinguish them from the current step. Also the "Completed steps" header should be larger and have a checkmark icon at the start.

To Reproduce

Steps to reproduce the behavior:

1. Login as a new Individual User
2. Go to the dashboard
3. Look at the Getting started panel

Expected behavior

The styling should be updated to match the designs
