问题描述（Describe）

现状：目前，拥有配置流水线权限的用户可以配置流水线里离线模式和连库模式。没有配置流水线权限的用户也可以配置流水线（离线模式）。对于该权限的描述：配置流水线。来说，没有权限的用户能够配置离线模式，不符合人的直觉，因此确认将该权限优化为，没有权限的用户无法创建流水线。
