test-image tar file missing jtreg_test_thread_factory directory

I found that the test-image file which download from https://github.com/adoptium/temurin21-binaries/releases/download/jdk-21.0.5%2B11/OpenJDK21U-testimage_aarch64_linux_hotspot_21.0.5_11.tar.gz missing jtreg_test_thread_factory directory.
The jtreg_test_thread_factory directory was created by target test-image-test-thread-factory, and test-image-test-thread-factory is the dependencies target of test-image.
