windows 10 login not switching detected input #5

Summary: when on the Win 10 lockscreen, switching from keyboard 1 to 2 and back does not change detected language input.
Reproduce:

Lock Windows 10
Ctrl + Alt + Del
Type in a different keyboard from the active language input.
[4. no switch occurs]
