Rewrite the sections 'Tell Us About It' and 'Support or Contact' in manual_miairr_ncbi.rst

The sections contain information that is slightly out of date:

• The link to the survey is dead.
• Are Syed Ahmad and Marcos still contacts?
  • Should (can) we replace them with something more stable?
  • Is support for the CAIRR something we want to offer at all?
    • What happens when the Std WG goes into standby mode?

Please let us know how it went! If you are willing, we would love to have your
comments in a `short survey
<https://www.surveymonkey.com/r/your-metadata-experience>`_, it should just
take 5 minutes or so. We also welcome entry of issues and requests in `our
GitHub repository <https://github.com/metadatacenter/cedar-project/issues>`_,
and emails can be sent to [email protected]. Both of these
resources are publicly visible.

Re: CEDAR:

CEDAR itself is very much in use but they deprecated the submission pipeline for AIRR files several years ago because it had not been used for quite a while. They could likely reactivate it without too much effort (unless NCBI APIs have changed in the meantime) if you have users that would like to submit using it.
