Create a Zuul pipeline to provide enhanced CI gating/validation for the Images repo. This would leverage the approach being taken for Open Stack Helm but be enhanced for Airship Images. This may start as a proof of concept and expand from there.

This was the result of 4/21 discussion on how to manage Images & splitting off Image Builder as a separate project. @aostapenko will be picking this story up as he has made the recommendation & has an approach in mind for implementing.
