Full video label: Add fraud category

I see there is/was a ticket for adding "Scam" and I was thinking there could be "Fraud" category.

I've come across videos encouraging/tricking viewers to commit fraud (ex: money glitch, sovereign citizen, debt discharge, etc.)

Recently I been seeing these debt discharge ones where they tell you to write nonsense on your bill and send it back as the payment, which I'm pretty sure is fraud (and it doesn't work).

These would only be warning labels, I would not advocate blocking the videos - that can be YT job. Unless of course the user decides whether or not to block them.

Well that's stupid.

Marking as "Scam" is OK but "Fraud" is not.

Denied without even a discussion as to why it was denied.

Again, manage your project however you like I guess 🤷
