Add support for TF 1.12 to 1.14

Hello,
Untill I switched to TF 1.12, your project was the best solution to all my Tensorflow dependencies problems!
Could you update it to support new versions?

According to this page: https://www.tensorflow.org/install/source
1.12 <=> CUDA 9
1.13.1 <=> CUDA 10

Although not yet added on their website, TF 1.14 also works with CUDA 10.

Hi @PhilMacKay, I'm so sorry I missed this!

Someone reached out to me just now via email directly asking me to add 2.x releases too.

It's likely a bit late for you now, but my plan is to add all new versions today :)
