It might be worth trying to work out which language can't be implemented in ALAN, for one reason or another, and list them somewhere (in the repo, Wiki, etc.) so that end user who might wish to add a new locale might be made aware of unsupported languages.
The reasons why a language might not be implementable are:
Charset Limitations
Since ALAN only guarantees for ISO-8859-1 encoded adventures, it should be safe to state that all languages which have their alphabet fully covered by ISO-8859-1 should be implementable, unless some grammar problems can't be handled by the ALAN language.
