Datasource for kubectl_manifests to check their condition similar to wait_for #179

Now that we have #178 in place, it would be useful to create a new data source for kubectl_manifests which is looking for a k8s resource deployed but with wait_for we can tell the data source to only return when the resource becomes healthy.
