Add location to joboffer

It is important to know where the job is located. This option should be easy to edit, and should be clearly featured on the platforms.

• Add in amivapi
• Test in amiv-admintool
• Inform amiv-website.

Tests need python3.6, do not run with lower versions.

Thanks for the first version of your pull request, unfortunately I did not have time to review it yet.

One thing is not clear to me yet, though:

Which format should the location of a joboffer have?

• country?
• state?
• city?
• address?
• HTML geolocation?

What about multiple locations?

Your current proposal is as string, I think this is too vague to be useful information.

A frontend such as the website needs some guidelines on the type of content this field contains.

Does only one line of text have to be displayed? A whole block of text?

I think we need a clearer definition on this field to continue.

As an example: For events we accept a location string too, but limit the length to 50 characters, to allow consistent interfaces.

If nothing else, at least a character limit would be needed here as well.
