Access problem

Hello, guys. I have a problem with access when i try to open rmdtoc file using this application.
I study languages at the university and I spend my time looking for a good graduation project not for further commercial purposes. I choose to make subtitles on my native language, because default translation was bad as hell. I am not a programmer guy, but it is really important for me to turn this idea into reality. I am asking you guys for help to solve this problem.
Well, there are no problems with running an application, but when I try to open a rmdtoc it fails and message pops up:
An unhandled exception in the application. and it denied in access to path.
I really have no clue what causes this. Please help me. Thanks in advance.
