2901.0 - Census Dictionary, 2011

i.e. under the repo root, not within 2011-census.

This should allow the complete data model represented by the classifications listed here to be represented in PostgreSQL and allow the census_2011 schema to reference (either explicitly via foreign keys, or implicitly).
